Yes, having your own agent when buying from a builder is strongly recommended. The builder's onsite agent represents the builder's interests, not yours, even if they are friendly and helpful. Your own buyer's agent can advise you on negotiations, review the builder's contract which is typically written in the builder's favor, explain upgrade pricing and whether it is reasonable, and help with timing and contingencies. Most builders will work with outside agents and the builder pays the commission, so it typically costs you nothing. Your agent can also coordinate the inspection during the build and at completion, review the HOA documents and title work, and advocate for you if issues arise.
