CFD, SAID and HOA: The Three Line Items That Surprise North Valley Buyers

The short version

Property tax is only one of the recurring charges on some north valley homes. A Community Facilities District (CFD) and a Special Assessment Improvement District (SAID) repay the bonds that built the community's roads, water and parks, and they show up on the tax bill. HOA dues are separate and run through the association. Find all three before you write an offer, not after.

Anthem is the north valley example everyone knows, but it is not the only community where a buyer's monthly number is more than principal, interest, taxes and insurance. If you are shopping master planned neighborhoods, these three line items deserve a plain explanation.

Property tax is the base

Every Arizona home pays property tax through the county, based on an assessed value and the rates of the taxing districts the home sits in. Nothing surprising there. The surprise is what else can ride on the same bill.

CFD: paying back the community's infrastructure

When a large community is built, the roads, water and sewer lines, drainage and parks have to be financed. One Arizona tool for that is a Community Facilities District, a public district the city forms for the development. The district issues bonds, and the homeowners inside it repay those bonds through an annual assessment collected with property taxes. The amount depends on the district's debt and your parcel's share of it, and it runs until the bonds are retired.

Two things buyers should know. The assessment is attached to the parcel, so it does not go away when the home changes hands. And it can change year to year as the district's budget and debt service change, within the terms set when it was formed.

SAID: the same idea, narrower

A Special Assessment Improvement District works on the same principle but is typically used for a specific improvement, such as a section of roadway or utilities serving a defined set of lots. Like a CFD, it is repaid by the benefited parcels over a set term and appears on the tax bill. The site has a SAID cost calculator that turns an annual assessment into a monthly figure next to your mortgage payment.

HOA dues are separate

The homeowners association is a private entity, not a taxing district. Its dues pay for common areas, amenities, landscaping, sometimes the front yard maintenance, and the association's reserves. Dues are billed by the association, not the county, and a master planned community can have more than one: a master association plus a sub association for your parcel. Read the HOA package during the inspection period for the budget, the reserve study, any pending special assessment, and the rules on rentals, parking and landscaping.

How to find all three before you offer

Pull the parcel on the Maricopa County Treasurer's site, where the tax bill itemizes special districts. Read the Seller's Property Disclosure Statement, which asks about HOAs and assessments. Ask for the HOA package early. Then put the real monthly total in front of you: principal and interest, property tax including any CFD or SAID, insurance, and HOA dues. That number, not the list price, is what you are buying.
